Refael was born in 1917, to his parents Masud and Meira Waknin.
He was born on the ship that brought the family to Israel - from France.

The family settled in Jerusalem where they have lived ever since.

Refael was always helping the poor. He helped in fundraising and gathering all that they needed from clothes and  food to all other household items.
He died after a long illness on 16.12.1967
